Grant Eligibilty Criteria
All applicant organisations must meet the following criteria to be eligible for a grant :
- Based in the local geographical area (Turangi)
- Is an incorporated society, a formally constituted organisation, charitable body recognised by IRD, registered or formally constituted sports club or is affiliated to a national body, or is recognised as an educational institution such as kindergarten, primary school, kohanga reo.
- Has a bank account in the name of the applicant organisation
The following information is required to be submitted with all applications :
- A resolution or a copy of minutes, signed by the Secretary of applicant referring to the decision to apply for funding.
- Evidence that the applicant meets the previously stated eligibility criteria such as a constitution or certificate of incorporation.
- Printed deposit slip or bank certified account number details slip in the name of the applicant organisation (no personal accounts).
Failure to provide ANY of the above may result in the application being declined automatically.
Applications may be declined for any of the following reasons :
- The application form is incomplete
- The applicant organisation does not meet the eligibility criteria
- The purpose applied for does not meet the eligibility criteria
- There are insufficient funds available at that time
- The applicant group has or would receive more than 20% of authorised purpose funds generated by the venue for that financial year
- The application is for an event or purpose that has already occurred, i.e. is retrospective
All declined applications are held by HSCS for administrative and auditing purposes and the applicants are informed of the decision as soon as is practicable.
All successful applicants are required to supply HSCS with copies of receipts for the expenditure of the funds they have received for authorised purposes. Any unused portion of those funds must be returned directly to HSCS within six months of receiving them.
CONDITIONS OF ALLOCATION OF FUNDS
It is a condition that the proposed grant allocation will be applied for the purpose stated and for no other purpose and that acceptance of the payment will be deemed to confirm that the allocation has or will be applied accordingly. The allocation is made as a donation being an unconditional gift from Society funds and on the condition that no procuration fee, commission and/or discount has or will be paid to any person and that no identifiable direct benefit arises or may arise in the form of a supply of goods or services to any party involved as a result of the payment being made.
IN THE EVENT OF NON-COMPLIANCE WITH ANY OF THESE CONDITIONS AN AMOUNT EQUAL TO THE AMOUNT OF THE GRANT IS IMMEDIATELY REPAYABLE BY THE RECIPIENT TO THE SOCIETY.
OTHER RULES ABOUT GRANT APPLICATIONS AND PAYMENTS
- Grant applications must be supported by competitive quotes or other evidence (minimum 2);
- Grants cannot be retrospective (i.e. to reimburse funds already spent);
- All applications shall contain a signed "Consent to Audit";
- Grant applications shall not be forwarded to the society through or by a site operators:
- The society shall make grants only to the authorised purposes stated on the face of the licence;
- Where the society obtains information that an applicant has received funding from another source for the same purpose, the society must require the applicant to repay any portion of the funding that exceeds the total amount required for the stated purpose;
- No grant shall be linked to, or be conditional on, any site-related arrangement;
- The society must pay grants directly to the applicant;
- Grants must not be made on a promissory basis;
- Grants must be of immediate and direct benefit to the applicant;
- k. Payments will be made direct into the organisation’s bank account by cheque;
AUDIT AND INSPECTION
Records are liable to inspection by the Department of Internal Affairs or the society making the grant and are subject to audit. The society granting the funds may also request information and verification as to how the funds were used.
THE DEPARTMENT REQUIRES THAT ALL GRANT APPLICATIONS MUST INCLUDE A CONSENT TO AUDIT THE RECIPIENT’S ACCOUNTS TO VERIFY RECEIPT AND CORRECT USE OF FUNDS.
